Shrupti Shah – Director

Shrupti is a performance management and public policy specialist with 15 years of experience in the public and private sector. Her specialized knowledge has been sought by Governments, International Labor Organization, World Bank and Organisation for Economic Co-operation and Development (OECD).

Shrupti leads GovLab on behalf of Deloitte Consulting LLP’s federal government practice in Washington DC. GovLab works closely with senior government executives and thought leaders from across the globe. GovLab Fellows conduct research into critical issues and emerging ideas shaping the public, private and non-profit sectors. Through exploration and analysis of Government’s most pressing challenges, GovLab seeks to develop innovative yet practical ways that governments can transform the way they deliver their services and prepare for the challenges ahead.

Prior to joining the federal practice, Shrupti was a director in Deloitte UK’s strategy practice where she led a program to design and develop a strategy function at a UK Government Department; helped another client in its efforts to develop a diagnostic tool to measure and improve innovation in public sector organizations; and led a study into where non-profit organizations can bring comparative advantages to the delivery of Government objectives. Shrupti also advised a Government in the Arabian Peninsula on its strategy for private sector ‘Emiratization’ (Labor market policies to influence the size and makeup of the private sector labor force) and supported another Government in the region on the development of its social policy and welfare programs.

Prior to joining Deloitte, Shrupti was a senior Civil Servant at the UK’s Department for Work and Pensions where she led an innovative pilot that engaged employers in the design and delivery of employment training programs. At Her Majesty’s Treasury, Shrupti led the UK’s Public Service Agreement Framework, described by the UK’s national Audit Office as a system that “puts the United Kingdom among the leaders in performance measurement practice.” Shrupti has also served as a National Expert for the European Commission, where she oversaw European Social Fund (labor market) programs with a total budget of $10bn.

Shrupti holds degrees from Oxford University and the London School of Economics. She completed her training at the Kennedy School of Government, Harvard.

Carmen Medina – Research Lead

Carmen Medina joined Deloitte Consulting LLP in January 2011 as a Specialist Leader after retiring from an almost 32 years-career at the Central Intelligence Agency. Since joining Deloitte, she has continued to support the Intelligence Community on issues such as social networking and future trends, and is also working closely with Deloitte’s Center for Federal Innovation. Her areas of interest include developing rigor in analytics, navigating the emergence of new global norms in the 21st century, developing the transparent and collaborative future culture of work, and supporting diversity.

Her last assignment at CIA was as Director of the Center for the Study of Intelligence (CSI) from January 2007-December 2009. As the CSI Director, she developed and managed CIA’s first Agency-wide Lessons Learned Program. Her record as a visionary analytic thinker and a dedicated, caring leader made her widely recognized—inside CIA and beyond—as an articulate, passionate voice for excellence in intelligence.

From 2005 through 2007, she was the Deputy Director for Intelligence, a member of the executive team that led the CIA’s analytic directorate. In her CIA career, Carmen held positions of increasing responsibility to include Chief of the Strategic Assessments Group in the Office of Transnational Issues, Directorate of Intelligence. She has led analysts working on Southern Africa and Central America, and helped to design the Global Coverage Program and innovate new production methods to support policymakers. In the early 1990s, she served overseas in Western Europe.

Carmen graduated from Catholic University, Summa Cum Laude and Phi Beta Kappa, with a BA in Comparative Government. She also pursued graduate studies at Georgetown’s School of Foreign Service, but her coursework was interrupted by the offer of full-time employment at the Agency. She is President of the Board of Directors of the IN Series, a DC-based non-profit theater group.

Carmen was born in Caguas, Puerto Rico. As an Army dependent, she also lived in Oklahoma, Georgia, Alaska, North Carolina, Germany, and Texas. She lives in Virginia, but also spends considerable time clearing cedar from a Hill Country home north of San Antonio.

Tiffany Fishman – Eminence / Risk Advisor

Tiffany is responsible for public sector research and thought leadership for Deloitte’s public sector industry practice.

Her research focuses on how emerging issues in technology, business, and society will impact public sector organizations. She has written extensively on a wide range of public policy and management issues and her work has appeared in a number of publications, including Public CIO, Governing and EducationWeek. Tiffany also manages GovLab, a think tank in Deloitte’s Federal practice that focuses on developing innovative yet practical ways that governments can transform the way they deliver their services and prepare for the challenges ahead. Tiffany is based in Washington DC.

PJ Rivera – GovLab Solutions Lead

PJ is a Manager in Deloitte Consulting LLP’s human capital practice, where he manages a discrete portfolio of consulting projects in addition to serving as the Operations Leader for Deloitte’s GovLab. Currently, PJ also serves as the Co-Leader for Diversity in the federal consulting practice and manager for Deloitte’s Federal Best Places to Work sponsorship.

In addition to previously serving as the human capital program manager for a multi-billion dollar agency in the U.S. Department of Health and Human Services, PJ has provided coaching, training, and consulting services to the U.S. Air Force, U.S. Department of Agriculture, U.S. Department of Energy, U.S. Indian Health Service, U.S. Department of Veteran Affairs and several other organizations. PJ is a certified Project Management Professional (PMP®) and has led the design and implementation of organizational transformation and enterprise strategy projects for 10+ public and private sector organizations. PJ has also published on the topics of employee engagement and talent strategies to drive improved mission outcomes in the public sector.

PJ received his Bachelor of Public Administration from Florida International University and his Master of Science in Organization Development from George Mason University.

Devon Halley – PMO Co-Lead

Devon is a manager in Deloitte’s technology consulting practice and leads the day-to-day operations of Deloitte’s GovLab. Since joining Deloitte, his focus has been on how agencies can utilize technology to improve data-driven decision making – his most recent projects have been across the Department of Homeland Security.  Devon was a member of the first GovLab cohort where he authored a column for Governing Magazine on “What Geeks can Teach Government,” and helped to design and author the Harvard Ash Institute Study, “XBC: Creating public value by unleashing the power of cross-boundary collaboration.”

Devon graduated from Allegheny College with a Bachelor of Arts in Political Science, and Carnegie Mellon University’s Heinz College with Master of Science in Public Policy and Management. Devon has also completed Carnegie Mellon’s professional certification for information security officers, and is currently working towards completing his second Master’s degree in Predictive Analytics from DePaul University.

Matt Caccavale – PMO Co-Lead

Matt Caccavale is a Manager in Deloitte Cyber Risk Services and supports day-to-day operations of Deloitte’s GovLab.  As a GovLab Fellow, Matt developed market eminence on the impact of unmanned systems on the public sector; his work has been featured at South by Southwest Interactive and in The Wall Street Journal, Slate, NextGov, and Governing. Outside of GovLab, Matt leads projects to reduce clients’ technology risk and improve their organizational resilience. Before joining Deloitte, Matt was a project and program manager for bioterrorism and pandemic influenza planning and response for Boston and the Commonwealth of Massachusetts. Matt is a DHS Master Exercise Practitioner (MEP), a Certified Information Systems Security Professional (CISSP), and completed his Master of Science in Public Policy and Management at Carnegie Mellon University’s Heinz College
